    Individuals that may be eligible for Medicaid, but do not necessarily maintain continuous coverage due to changes in state eligibility criteria or personal circumstance. Also refers to individuals that or are not yet enrolled based on financial and non-financial criteria.

    Syntheses of existing research to summarize the current state of knowledge. Includes both peer-reviewed and non-peer-reviewed studies.

Quality measurement and risk adjustment are important to demonstrate return on investment (ROI) and address the “wrong-pocket problem,” both of which require health systems and social services data.
